Federalism, Regionalism and Public Policy 

 

Themes

 

The politics of territorial governance in Europe has seen tremendous shifts in many European and also a number of non-European countries over the last 20 years or so. While some changes in the constitutional, institutional and procedural means of authoritative decision-making in European governmental systems can directly or indirectly be attributed to European integration and the evolution of the EU, developments at sub-national levels have generally been more diverse, and to some extent disintegrative. 

 

Within this broader theme, the summer school session of 2010 pays specific attention to public policy. How should we analyse public policy in multi-level settings? How do policy communities and interest groups operate in a multi-level environment? How does multi-level governance affect the legitimacy of public policy? To what extent does territorial politics produce policy divergence and does policy divergence undermine common understandings of citizenship? How do governments coordinate with each other on public policy? To what extent does territorial politics lead to policy innovation, diffusion or emulation and when does it spark a race to the top or to the bottom? Does multi-level governance affect policies that are mainly regulatory (such as environmental policy) differently from policies that are predominantly redistributive (welfare and finance) or distributive (education)? How does territorial politics affect potentially divisive policies such as immigrant policy? Finally, how should we understand policy in the context of a more Europeanized and globalized world?

Format

 

The Summer School will feature 6 thematic days and a series of additional events including a half-day excursion in Scotland. Each of the thematic days comprises a variety of academic activities, including formal lectures, discussions, debates on case studies and exchanges of experience.

 

A key element of the programme is the active involvement of the participants. Participants are required to prepare and present a paper on their current research activities. The papers will be allocated to individual thematic days according to the paper’s topic, and commented upon by the other participants as well as the teaching staff.

Participants

 

Summer School participants should be young scholars who are currently engaged in research on any aspect of regional studies and related fields, and whose current projects fit the School’s 2010 theme. The group for which summer school participation would probably be most beneficial are PhD students who are at least one year into their projects, but recent Masters graduates and novice PhD students may apply if they embark on a project which is most relevant to the school’s theme. Young researchers who have recently finished their PhD are also invited to join if their current research work is fitting the school’s theme. There is no age limit. The Summer School is open to participants from all ECPR member institutions. Applications from researchers working in non-ECPR member institutions will be considered if places are available. The key criterion for accepting applications is academic merit, i.e. the quality and thematic appropriateness of the project to be presented by the participants.

 

Technical Arrangements

 

The Summer School will be held in the English language. A good working knowledge of English is therefore essential to participate.

 

There are 20 places available at the Summer School. Participants are required to attend a summer school session in full (8 days). Applications for partial participation will only be considered in special circumstances.

 

Participants will be required to pay a fee of GBP 400-00. The fee covers tuition, accommodation, breakfast and lunch, but not travel expenses. Applicants are advised to approach their own institutions for support in covering these fees. In addition, all summer school participants from ECPR member institutions may apply for grants towards travel and accommodation from the ECPR’s mobility fund. Please be advised though that the deadline for these grants is 1 April 2010. Application Procedure and Key Dates

 

1. Applicants should fill in the application form and should send it together with a 500 word abstract of their proposed paper to Dr Eve Hepburn or Dr Wilfried Swenden. The deadline for applications is 1 JUNE 2010.

2. Applicants will be notified about the outcome of their applications by 7 JUNE. Successful applicants will then be asked to proceed to write their paper. At this point payment of the fee will also be requested.

3. Completed papers and fee payments should reach the organisers no later than Friday 13 August 2010

Private Actors/Foundations and Regional Development: the case of Westphalia

Westphalia is a region without a sufficient political infrastructure. What can a private foundation do to support its development? The Stiftung Westfalen-Initiative is working on the development of Westphalia’s identity, human capital and infrastructure. A long-term goal is to make Westphalia a competitive and self-confident region within a ‘Europe of the Regions’. The lecture will introduce a few strategies, exemplified by projects the Stiftung is pursuing

 

Morning Second Session: Closing Session

This session will provide an opportunity to reflect upon the experience of the summer school, and to finish debates from the previous days. Participants will receive Certificates (8 ECTS Credits) detailing their involvement in the Summer School.
